This law spends the state budget to buy up to 250 Assault troops from the local market, cheapest offers first — paying in the national currency. Every soldier it buys joins the state army as a reserve unit with a fresh 100-day life, so the budget keeps accounting for each one until it is deployed to a war or its 100 days run out. If no Assault troops are on sale on that market, nothing is bought. It will never pay more than 2 times the world market price per soldier, so offers above that are left where they are and the purchase simply stops there. The state budget can only buy troops this way — it can never sell them.
