Buy back up to 125 treasury bond(s) from the market and destroy them

This law spends the state budget to buy back up to 125 treasury bond(s) from citizens on the market, cheapest listings first, and retire them — the bonds are burned, not re-listed, so the daily coupon bill shrinks. The treasury never pays more than a bond's face value (0.4582 RON for a bond issued today; each older emission is capped at its own face). Listings priced above face are skipped entirely, and if nothing is on offer at or below face the law buys NOTHING — that ceiling is what stops anyone from listing a bond far above par and making the state pay it. It is blocked while the budget is in Excessive Deficit Procedure, and it can never spend more than the budget holds or buy more than the market is offering, so a passing law buys back what it still can.
