This law spends the state budget to buy up to 25 Special operations troops from the global market, cheapest offers first — paying in gold. Every soldier it buys joins the state army as a reserve unit with a fresh 100-day life, so the budget keeps accounting for each one until it is deployed to a war or its 100 days run out. If no Special operations troops are on sale on that market, nothing is bought. It will never pay more than 2 times the world market price per soldier, so offers above that are left where they are and the purchase simply stops there. The state budget can only buy troops this way — it can never sell them.
With fewer than 10 voters, this law passes automatically when the 24-hour window closes — unless the citizens who voted reject it. Once 10 or more citizens vote, the normal rule applies to everyone alike: the side holding more voting points wins.
