This law opens a new bond emission: 1000 treasury bond(s) the state sells at face value (0.4766 RON each), each paying 1%/day interest and maturing in 1 month(s). Every issuance is its own tranche — bonds from different emissions can pay different coupons and mature on different days. The money from every bond sold goes straight to the state budget; in return the budget owes each holder the daily coupon and must buy the bonds back at face value when they mature. Emissions are spaced at least 5 days apart, so this law could only be proposed once that wait was over. A treasury may issue only while it holds more than 500 RON and stays under the 50000-bond cap; if it no longer qualifies when the law passes, no bonds are issued.
With fewer than 10 voters, this law passes automatically when the 24-hour window closes — unless the citizens who voted reject it. Once 10 or more citizens vote, the normal rule applies to everyone alike: the side holding more voting points wins.
